Phil is Principal Document Expert at Keesing Technologies and a Trainer at Keesing ID Academy, bringing more than 20 years of experience in document authentication and fraud prevention.

Throughout his career, he has held several specialist document-fraud roles within the UK Government and served as Senior Document Examiner at the Driver and Vehicle Licensing Agency. His expertise also contributed to the redesign of the UK driving licence and to the development of new technologies for identity-document verification.

Phil has delivered specialist training in security documents and forgery detection to UK Government departments, the Ministry of Defence and Police, as well as to law-enforcement officers from Italy, Spain and Kosovo.

He was appointed Member of the Order of the British Empire—MBE—in recognition of his exceptional service in reducing transport fraud. Through his training of UK Roads Policing officers and his investigations into organised crime and the use of false documents, Phil has helped identify and prevent millions of pounds in fraud.

At FRONTLINERS 2026, he will share a perspective shaped by decades of operational experience in document examination, fraud investigation, specialist training and identity-verification technology.
