FRONTLINERS 1st edition

International Police Association Regions 2 and 3 Iasi and The School for Basic and Further Training of Border Police Personnel Iasi organized The International Conference on Fraud in Travel Documents and Documents of Trafficked Stolen Vehicles “Frontliners” 1st edition, an international training session dedicated to border police workers, policemen and gendarmes with duties in the verification of travel or identity documents and road transport documents.

The Frontliners Conference embarked on a journey of collaboration and tactical refinement in combating cross-border crime and document fraud. Day one explored the landscape of document security, with insights on international verification systems, evolving fraud tactics, and critical case studies in identity and vehicle documentation. Day two shifted to cutting-edge technology, emphasizing innovations in secure printing, holography, and real-time data systems to enhance officers’ efficiency. Romanian specialists showcased national security upgrades and emerging fraud trends. The final day focused on combating illegal trafficking. Experts detailed practical techniques for detecting hidden compartments, utilizing advanced recognition systems, and applying defensive driving protocols in high-risk situations.

The “International Conference on Fraud in Travel Documents and Documents of Trafficked Stolen Vehicles – FRONTLINERS” – 2nd Edition

The conference will address current topics in the field of document fraud, international trafficking of stolen vehicles, as well as police intervention techniques and tactics. Discussions will also include aspects that need to be considered in the upcoming Schengen evaluation scheduled for October, in which all institutions under the Ministry of Internal Affairs will be involved.

The first topic focuses on fraud involving travel documents. It will cover up-to-date issues related to travel document fraud, including new trends in the forgery and counterfeiting of biometric and non-biometric documents. Another subject under this topic concerns fraud involving supporting documents, such as residence permits, visas, driving licenses, and vehicle registration certificates. Emphasis will be placed on emerging trends at the European level, as well as on risk profiles that must be considered to identify individuals using such documents.

The second topic is dedicated to international trafficking of stolen vehicles. It will highlight recent developments in the modus operandi used to illegally remove vehicles from Europe. Experts in stolen vehicles from across Europe will deliver presentations on the latest trends in vehicle fraud, as well as risk indicators that should be considered during border checks or inspections carried out within the country by law enforcement authorities.

Given the increasing number of recent incidents in which law enforcement officers have been threatened or attacked by individuals in conflict with the law using blunt objects or physical force, the next topic is considered particularly important. It concerns the techniques and tactics of police intervention during missions specific to law enforcement authorities. Discussions will focus on how officers should intervene in cases involving uncooperative individuals who refuse to comply with orders.

In addition to theoretical sessions, there will also be practical workshops for all three sections. During these workshops, participants will have the opportunity to examine and identify forged documents, learn how to inspect vehicles suspected of being stolen, and engage in police intervention exercises — such as extracting uncooperative individuals from vehicles or restraining those who attack with blunt objects. These hands-on sessions will be led by some of the top national and international experts in the field.
